Stacy
Watkins

President & CEO
Director

As President & CEO of Lexicon Bank, Stacy Watkins oversees client services, operations, and commercial lending initiatives, further develops business and community partnerships, and helps build overall awareness in the community. Under her leadership, Lexicon Bank has expanded new product offerings, tripled its team size, and hit profitable revenue targets, a feat very few de novo institutions can hit in their first three years of operation.

As a seasoned Banking Executive, Ms. Watkins brings to Lexicon Bank over 29 years of experience in Banking with 26 years spent in management and 18 years in a Regional Management level position, overseeing a range of 15-74 locations, 100-400+ team members, over $1.1 billion in deposits and $300MM million in loans. Before joining Lexicon Bank, Stacy was the Senior Vice President and Senior Region Manager for Nevada State Bank.

Ms. Watkins is a leader in the Southern Nevada community. She is dedicated to furthering Las Vegas’ economic mobility and financial literacy by volunteering with several nonprofits and community service opportunities. She is a past Chairman of the Board for Junior Achievement of Southern Nevada and currently serves as Co-Chair of the Capital Campaign, Family Gifts Division. She also proudly serves as a member of the Vegas Chamber Executive Women’s Council, Vegas Chamber President’s Club, Nevada Forum of the International Women’s Forum, Nevada Corporate Giving Foundation, and Nevada Bankers Association. Stacy is a past recipient of Real Vegas Magazine, Women Who Wow 2022, Las Vegas Woman Fearless Females, Las Vegas Business Press Women Who Mean Business, and Vegas Inc.’s Top 40 Under 40. In 2022, Ms. Watkins was appointed to the Federal Reserve Bank of San Francisco’s Community Depository Institutions Advisory Council (CDIAC) for a three-year term.

James R.
Gordon

Executive Vice President, Chief Operating & Financial Officer

James R. Gordon brings over 36 years of diversified banking and public accounting experience to Lexicon Bank. Mr. Gordon has served in roles as the chief financial, accounting and risk officers with five separate banks with over $10 billion in assets. Additionally, he served as an assurance and business advisory partner, focused primarily on financial services, for three separate international, national, and regional accounting firms. During his career serving financial institutions, he has been actively involved in equity and debt capital raising activities, public offerings, mergers and acquisitions, corporate governance, strategic planning, enterprise risk management as well as other bank operational aspects.

Mr. Gordon works to continually enhance the Lexicon customer experience and deliver on the Bank’s commitment to providing exceptional service through innovative technology, operations, products, and services while continuing to grow and increase returns for Lexicon’s shareholders.

Mr. Gordon has a Bachelor of Accountancy degree from The University of Mississippi. Mr. Gordon is a certified public accountant (inactive). He also graduated from the Paul W. Barret Graduate School of Banking located in Memphis, Tennessee in 1993, a three-year program focused on developing bank professionals in bank performance and profitability, marketing, compliance, operations, technology, risk, asset liability management, strategic planning, leadership development, lending, and bank management. He serves on the Professional Advisory Council for the Patterson School of Accountancy at The University of Mississippi. Additionally, he has served on numerous civic organizations that support youth development, missions, and medical research.

Leo
Moschioni

Executive Vice President and Chief Credit Officer

Leo Moschioni serves as Chief Credit Officer. Mr. Moschioni has been in the Las Vegas valley for almost 50 years and a graduate of the University of Nevada, Las Vegas (1993) with a Bachelor of Science degree in Finance. His banking career and experience is very diverse and extensive, having worked in and managed various departments throughout 32 years in banking, with a focus in Commercial Lending and Credit Administration. Mr. Moschioni has been fortunate to work with several successful companies such as Plaza Bank (now Pacific Premier Bank), Bank of Nevada and Nevada First Bank (now Bank of NV). He currently serves on the Advisory Council for Communities In Schools of Nevada.

Hilary
Nelson

Senior Vice President and Director of Operations and Compliance

Hilary joined Lexicon Bank as Senior Vice President in April 2020. As an accomplished banking compliance manager, Ms. Nelson brings to Lexicon Bank over 15 years of regulatory compliance operations with 6 years spent in management and 10 years in an executive level position. Ms. Nelson is well-rounded in banking regulations and managing projects with the customer mind. Her expertise and background in regulatory compliance, with proven success in directing regulatory change at Zions Bancorp, is unparalleled. She obtained her bachelor’s degree in business management from Western Governors University, an advanced ABA Certificate in Compliance by the American Bankers Association, and a Regulatory Compliance Management Certificate with The American Institute of Banking. Ms. Nelson is an active leader in the Southern Nevada community. She is a long-time supporter of the Cheyenne Little League team, and helps organize many community efforts within her church’s congregation.

Russell
Rosenblum

Chairman

Russell Rosenblum serves as Chairman of the Board of Directors. He has built numerous companies, including PCI Communications in 1989, and World Web LTD, in 1994, which was one of the first major ISPs and major web developers in Washington, DC. In 2000, Mr. Rosenblum graduated first in his law class at American University’s Washington College of Law and opened a law firm representing startup businesses, followed by a title company, which was subsequently sold. In 2002, Mr. Rosenblum was one of the first Five Guys Burgers franchisees, which for a time was the largest franchisee of Five Guys Burgers in the country; he still owns the Five Guys rights to Nevada. Mr. Rosenblum and his wife Anne Mazzola, recently organized the Rosenblum Family Foundation, and are active in philanthropy in the Las Vegas area. Either directly or through the foundation, they contributed or helped build the Early Childhood Education Center at the Alexander Dawson School, the Capital Campaign to the Smith Center for Performing Arts, the Children’s Discovery Museum, and the Rosenblum Family Foundation Tax Clinic at the UNLV School of Law.

Robyn
Caspersen

Vice Chairman

Robyn serves as Vice-Chair of the Board and the Chair of the Bank’s Audit and Compliance Committee. She is an experienced board member with proven expertise in accounting and financial reporting, risk assessment, strategic planning, finance and regulatory compliance and has been a resident of Southern Nevada since 2008. Significant to Ms. Caspersen’s 30 years of accounting and financial experience is her 24 years at Deloitte, where she served as the lead partner to several public and private companies. Ms. Caspersen was a senior partner in the Firm’s Nevada Audit practice from 2008 through her retirement in 2013. Ms. Caspersen brings deep corporate governance experience through her work with and service on boards, both corporate and not-for-profit. She is a member of the governing board of University Medical Center of Southern Nevada, serving as the Chair of its Audit and Finance Committee. Previously, Ms. Caspersen served on the board of United Way of Southern Nevada and currently serves as a member of its Audit & Finance Committee.

Diana
Bennett

Director

One of the most respected gaming executives and philanthropists in the Southern Nevada community, Ms. Bennett is the co-founder and Chairman of the Board of Paragon Gaming. The Las Vegas-based gaming developer and operator boasts a portfolio that includes Westgate Las Vegas Resort & Casino and Hard Rock Hotel & Casino Lake Tahoe; and Ms. Bennett has led turnaround, management, and development efforts for multiple properties, including the Riviera Hotel and Sahara Hotel and Casino in Las Vegas, and River Cree Resort and Casino in Edmonton, Alberta. She serves as president of the Bennett Family Foundation, and is actively engaged in the Las Vegas community, supporting Three Square Food Bank, Noah's Animal House, the I Have a Dream Foundation, and Black Mountain Institute, among others. Ms. Bennett currently serves as Vice Chair of the UNLV Foundation Board and will serve as Chair for the upcoming 2019-2020 and 2020-2021 semesters.

Cedric
Crear

Director

Las Vegas Councilman Cedric Crear joined Lexicon Bank's Board of Directors in February 2021. Councilman Crear brings more than ten years of community and executive leadership to the board, including roles as a former Commissioner for the Las Vegas Planning Commission, former representative for the Nevada System of Higher Education Board of Regents, and former marketing director for Station Casinos. Councilman Crear represents Ward 5 for the City of Las Vegas. He won the March 2018 special election to complete the council term that ended in 2019. He was then re-elected to a full four-year term in April 2019. Crear has a deep passion for the Las Vegas community and describes his style as one who “leads by example.” In 2015, he was appointed as a Las Vegas Planning Commissioner. He also served as a board member of The Smith Center for the Performing Arts, chairman of the Southern Nevada Chapter of the American Red Cross, and Southern Nevada Regional Housing Authority — a true testament to his commitment to serving the Southern Nevada community. Crear earned a bachelor’s degree from Howard University in Washington, D.C., where he received a tennis scholarship. He was also captain of the team for three years and a two-time conference champion. Crear is a proud husband and father to two daughters.

Gene
Galloway

Director

Gene is the former CEO of Plaza Bank, a $1.3 billion dollar small business community bank with seven offices in California and Nevada, formed in 2009. In nine years, the Bank grew from $90 million in assets to just over $1.3 billion. Plaza Bank was acquired in November of 2017 by Pacific Premier Bank. Prior to that, Mr. Galloway was Executive Vice President of Retail Banking at Sanwa Bank, which was acquired by Bank of the West. He has been a Nevada resident since 2002, and was formerly on the Board of Communities in Schools of Nevada. Mr. Galloway served in the United States Marine Corps for three years, serving 23 months in Vietnam.

Eric
Houssels

Director

Houssels has served as the co-founder and managing member of Houssels Capital Management LLC since 2000. He is Chief Investment Officer of the Houssels Family, LP, a partnership that manages the Houssels family office. Prior to this, Houssels worked in several capacities at Showboat, Inc. and as a business analyst in the strategy division of Andersen Consulting in San Francisco. Houssels received his bachelor's degree in economics from Stanford University and MBA from the Fuqua School of Business at Duke University. He formerly served as Treasurer of the Nevada Ballet Theatre and remains on the Advisory Board. He is a National Review Institute Regional Fellow and a CFA charterholder.

Samuel
Johnson

Director

Sam is a Las Vegas native with a 17-year career in business, spanning various industries and functions. He spent his first six years as a Finance and Economics consultant in Chicago, IL, first with Arthur Andersen and then with Huron Consulting Group. He has spent the next 11 years working in Las Vegas for Boyd Gaming Corporation in various capacities such as large construction development, due diligence, analytics, marketing, and IT business administration. He currently serves as the Vice President of Business Improvement. Mr. Johnson holds a Master of Business Administration from Duke University and a Bachelor of Business Administration in Finance from the University of Notre Dame.

Bradley A.
Mayer

Director

Bradley has more than 15 years’ experience as a campaign strategist, government affairs consultant and lobbyist in Nevada. Since getting his start in politics in 2002, Bradley has gone on to help dozens of candidates win some of the most prominent offices in the state, including Clark County Commission, Las Vegas, North Las Vegas, and Henderson City Councils, State Senate, State Assembly, Mayor, and Sheriff. He has also worked on numerous land use and local government affairs projects throughout Southern Nevada. In 2014, Mr. Mayer became a founding partner of Argentum Partners, a statewide public affairs firm with offices in Reno, Carson City and Las Vegas. Mr. Mayer holds a Bachelor of Arts degree in Economics as well as a Masters of Business Administration from UNLV.

John
Miller

Director

John Miller is currently a Director here at Lexicon Bank. Prior to his current position, he was the founding CEO of Lexicon Bank. He is a Las Vegas native, investment professional, entrepreneur and consultant to the community banking industry who, since 2000, has provided investment advisory and consulting services in the banking and insurance industries. Mr. Miller served the PWH Trust for 11 years, where he created and introduced multiple technological and analytical tools that greatly expanded the community bank, insurance and other industry portfolios under management, growing the trust’s assets to over $500 Million. Mr. Miller was also a founding investor and board member of two de novo banks, Professional Bank and Pioneer Bank, both in Texas, and worked to launch and grow those two banks. Mr. Miller served as a board member in Mojave Desert Bank from 2009 to 2013, a distressed bank in Mojave, California. In 2012, Mr. Miller joined and still currently serves on the board of Mission Valley Bancorp in Sun Valley, CA, a $350 million asset bank. From 2014 to 2016, he served as a board member for Proficio Bank (Salt Lake, UT). Proficio was a troubled institution when he joined; management ultimately left the bank and Mr. Miller was asked to wind down the Mortgage Subsidiary. Mr. Miller attended The University of Notre Dame, graduating with a Bachelor of Science degree in Economics and Philosophy. Additionally, he is the co-founder of a winery in Sonoma County's Dry Creek Valley.

Dr. Abraham
Nagy

Director

Dr. Nagy is the Chairman of the Department of Neurology, UNLV School of Medicine and Director of the Nevada Headache Institute. Dr. Nagy is a board-certified Neurologist and board-certified Headache Specialist who is committed to providing the highest standard of care in treating headache conditions. Born and raised in Nevada, he attended Columbia University where he obtained a Bachelor of Science degree in Neuroscience. Dr. Nagy then returned home for medical school at the University of Nevada School of Medicine before attending Yale University, where he completed his Internship in Internal Medicine and Residency in Neurology. He obtained his fellowship at the University College of London, Institute of Neurology, Queen Square London. Prior to returning to Nevada, Dr. Nagy was the Clinical Director of the Headache Department at the University of California, San Francisco in the department of Neurology. Dr. Nagy is a member of the American Academy of Neurology, the American Headache Society and the International Headache Society. He is the author of many articles on the treatment and management of headache disorders and serves on several American Headache Society and American Academy of Neurology special interest sections. Dr. Nagy is also an invited reviewer for the journals Cephalalgia and Headache. He has earned several prestigious awards for his work.

Timothy R.
O’Reilly

Timothy O'Reilly is an attorney and practices in the areas of civil and commercial litigation, including complex business disputes and catastrophic personal injury matters, as well as various transactional matters including, but not limited to, business and real estate transactions, gaming law, and regulatory matters. Mr. O’Reilly provides legal advice and representation for selected criminal matters as well as for various administrative law proceedings throughout the State of Nevada. Mr. O’Reilly has practiced law since 2004, after graduating from the UNLV School of Law. Mr. O’Reilly is an active member of the Nevada and California Bars.

Perry
Rogers

Director

Perry is the CEO and founder of PRP, a sports management and corporate consulting company with a client roster including NBA Hall-of-Famer Shaquille O’Neal, NBA All-Star Kyrie Irving, Boston Celtic Jayson Tatum, and Jonathan Isaac of the Orlando Magic. He is also an investor and part owner of HEXX Kitchen + Bar and BEER PARK, located at the Paris Casino in Las Vegas. Mr. Rogers graduated from Georgetown University, where he received his Bachelor of Science degree in accounting in 1991, and the University of Arizona, where he earned his law degree in 1994. Prior to the launch of PRP, Mr. Rogers was President of Agassi Enterprises, Inc. and the Andre Agassi Charitable Foundation in Las Vegas, where he managed the careers of tennis players Andre Agassi and Stefanie Graf, actress Brooke Shields and golfer Adam Scott. Mr. Rogers previously bought and sold the Golden Nugget Hotel and Casino. He also founded and sold Nevada First Bank in 2005. Today, Mr. Rogers is a member of the Board of Trustees for the University of Nevada, Las Vegas Foundation, and sits on the Chancellor’s Business Roundtable for the Nevada System of Higher Education. He previously sat on the boards for the ATP Tour, Six Flags Inc., Nevada First Bank, Meadows Bank and Boys & Girls Clubs of Las Vegas. A native of Las Vegas, NV, Mr. Rogers resides here with his wife, Nicole, and three children, Hannah, Grant and Ryan.

Stacy
Williams

Director

Stacy Williams is a Senior Information Risk and Security Professional with over 28 years of experience. He has worked in leadership roles in multiple industries, including Telecommunications, Consulting, Manufacturing, Retail, Internet Streaming Media, Government, Banking, Gaming, and E-commerce. His career began at the end of the mainframe computing era, and in the early stages of the distributed client-server computing era. After two years as a programmer, he transitioned into Information Security. It was there that he found his true technology calling. He is currently the Chief Information Security Officer for the E-commerce clothing and shoe retailer, Zappos.com, and has served in that capacity since 2016.
